Mide 13,5 cm. L'iris ye anaranxáu maciu. Penriba ye oliváceo, la corona daqué abuxada. Área loral, cubierta de los oyíos, gargüelu y pechu pardu-amarellentáu apagáu, pembaxo ye mariellu maciu. Nengún otru Tolmomyias esibe'l güeyu anaranxáu y el pescuezo pardacento por alantre.[3]
Distribuyir pol sureste de Colombia (sureste de Putumayo, noroeste d'Amazones), esti d'Ecuador (este de Napo) y nordés del Perú (norte del Ríu Amazones en Loreto).[4]
Habita en montes de várzea tropicales y subtropicales,[1] embaxo de los 300 msnm.[3]
Distintu de los otros picoplanos, abondo comunes, esta especie paez ser más rara, anque non amenazada.[5] Anda solitariu o en pares, usualmente nun se xunta a bandaes mistes; ye más arborícola qu'el picoplano sulfurosu (Tolmomyias sulphurescens).[3]

The orange-eyed flatbill grows to a length of about 13 cm (5 in). It has olive upper parts and a greyish crown. The facial area, throat and chest are greyish-buff and the belly yellowish. The iris is orange, and this and the buff throat is distinctive and helps distinguish this bird from other species in the genus. The song is a series of five to seven notes "zhreee", more extended and more rasping than the yellow-breasted flatbill (Tolmomyias flaviventris). The flatbills in this genus are difficult to tell apart and are most easily recognised by their song.[4]
The orange-eyed flatbill is found in northwestern Amazonia, its range extending from southeastern Colombia, through eastern Ecuador to northeastern Peru.[2] It appears to replace the yellow-olive flatbill (Tolmomyias sulphurescens) to the north of the Amazon River and is also present on large islands in the river. It favours the mid-storey of moderately-high and tall, seasonally-flooded Várzea forest.[5] It is usually seen by itself or in pairs, and seldom joins mixed flocks. Like other members of the genus, the bag-shaped nest has a tubular entrance near the base and is often hung near a wasp nest.[4]

The population trend is unknown, but the bird is likely to be declining due to deforestation in the area. Nevertheless, the rate of decline is insufficient for the trend to approach the threshold criteria for rating the bird as "vulnerable", so the International Union for Conservation of Nature has rated it as being a "least-concern species".[2]

Długość skrzydła wynosi 54,9-62,6 mm, dzioba 12,6-13,9 mm, ogona 45,4-50,2, zaś skoku 15,1-16,4 mm. Pióra na czole cynamonowe, posiadają oliwkowoszare zakończenia. Policzki płowe, pióra szaro zakończone. Wierzch głowy oliwkowoszary. Pokrywy uszne i boki karku płowocynamonowe. Kark, zgięcie skrzydeł, część pokryw skrzydłowych, grzbiet, kuper oraz pokrywy nadogonowe jasnooliwkowozielone. Lotki szarawe o zielonożółtych obrzeżeniach. Pierś ochrowopłowa. Brzuch żółty. Pokrywy podogonowe kremowe. Tęczówki pomarańczowobrązowe. Górna szczęka ciemna, dolna zaś różowobrązowa. Nogi i stopy niebieskoszare.
Całkowity zasięg występowania szacowany jest na około 270 000 km2. Oliwiak żółtooki występuje w północnym Peru, wschodnim Ekwadorze oraz południowej Kolumbii. Spotykany do wysokości 400 m n.p.m. Środowisko życia stanowią bagna[3].
Owadożerny, jednak szczegółowe informacje nie są znane. Przebywa pojedynczo lub parami. Niekiedy żeruje w wielogatunkowych stadach. Odnotowano dwa osobniki dorosłe zajmujące się młodym w czerwcu w północnym Peru. Gniazdo nieznane, jednak prawdopodobnie, podobnie jak u innych przedstawicieli Tolmomyias, jest wiszące i posiada wejście blisko spodu.
