Festuca pinifolia is a perennial, caespitose, densely clumped herb. Culms are erect; and 10–38 cm long. Leaf-sheaths are glabrous, tubular with erect and acuminate auricles. Leaf-blades are light green, curved, aciculate, coriaceous and stiff. Panicles are 4–6 cm long, bearing few spikelets. The glumes are shorter than spikelet; the lower glume is lanceolate, without keels, with acute apex; while the upper glume is lanceolate, or oblong, chartaceous with scarious margins, without keels and with acuminate apex. The fruit is a caryopsis with adherent pericarp.
