Phyllonorycter matsudai is a moth of the family Gracillariidae. It is known from the islands of Hokkaidō and Honshū in Japan and from the Russian Far East.[1]
The larvae feed on Quercus crispula and Quercus mongolica. They mine the leaves of their host plant.

Phyllonorycter matsudai is een vlinder uit de familie van de mineermotten (Gracillariidae). De wetenschappelijke naam van de soort werd voor het eerst geldig gepubliceerd in 1986 door Kumata.[1]
