Festuca pinifolia is a perennial, caespitose, densely clumped herb. Culms are erect; and 10–38 cm long. Leaf-sheaths are glabrous, tubular with erect and acuminate auricles. Leaf-blades are light green, curved, aciculate, coriaceous and stiff. Panicles are 4–6 cm long, bearing few spikelets. Spikelets are solitary, 7.3–9 mm long, elliptic, or oblong, laterally compressed, and comprise 4–6 fertile florets; with diminished florets at the apex. The glumes are shorter than spikelet; the lower glume is lanceolate, without keels, with acute apex; while the upper glume is lanceolate, or oblong, chartaceous with scarious margins, without keels and with acuminate apex. The fruit is a caryopsis with adherent pericarp.
