全長為頭長的10.6-10.7倍;全長為鰓孔位體高的31-41倍;全長為軀幹長的3.3-3.4倍。體細長,似蠕蟲狀。頭長占全長之9.3-9.4 %,軀幹長占29.3-29.8 %,尾長占62.1-62.2 %。從頭部沿著體上半側至尾部,遍布許多密密麻麻的灰色小點,腹部則為淡白色;鰓裂為一小孔狀,位於體側中央,其右上角緊連著胸鰭基部;胸鰭為白色透明,不甚明顯;背鰭起點於肛門之後,相距約一公分;尾端柔軟,具尾鰭;背、臀鰭均為乳白色,但於尾鰭接連處,上、下兩葉鰭條則明顯呈黑色;齒為圓錐狀,上、下頜骨齒與鋤骨齒均為一列;平均脊椎骨組成:59-58-182,總脊椎骨數為182。陳氏油蛇鰻係由陳兼善和翁廷辰兩位學者於1967年,依據兩尾採自東港的模式標本所發表,為紀念當時任農復會漁業組長陳同白博士對台灣漁業發展之貢獻,種小名遂以其姓氏來命名。

體相當延長,呈圓柱狀,尾部側扁;尾鰭存在,末端不裸露;尾長明顯大於體長;頭長約為全長9-10%,軀幹長約為全長29-30%,尾長約為全長62%;吻短且鈍;前鼻孔位於上唇上緣,呈管狀;後鼻孔位於眼前下方,呈裂縫狀;背鰭起點遠在胸鰭後方,臀鰭起點在背鰭起點前方約1公分。體色為淡灰色,尾鰭上下葉明顯為黑色。近期Ho et al. (2010)重新整理東海大學鰻形目標本後發現,本種極有可能是陳氏"新鰻"(/"Neenechelys" cheni/)之次異名。

Neenchelys cheni is an eel in the family Ophichthidae (worm/snake eels).[2] It was described by Johnson T. F. Chen and Herman Ting-Chen Weng in 1967, originally under the genus Myrophis.[3][1] It is a marine, temperate water-dwelling eel which is known from Taiwan, in the northwestern Pacific Ocean. Males can reach a maximum standard length of 35 centimetres (14 in).[2]

The species epithet "cheni" refers to Tung-Pai Chen.[2]
