Carex mendocinensis is distributed only within California and southern Oregon. It is typically found in Seeps, moist meadows, coastal prairies, spring emergences and mixed evergreen forest at elevations ranging from 100 to 1600 meters. This sedge is typically associated with serpentine soils and occurs not far from the Pacific Coast.

This species grows in dense tufts and may achieve a height of eighty centimeters. The culm bases are dark maroon, accompanied by upper surfaces of the basal sheaths of a maroon coloration.
