Phyllonorycter turugisana is a moth of the family Gracillariidae. It is known from the islands of Shikoku, Kyushu and Hokkaido in Japan.[1]
The wingspan is about 7 mm.[1]
The larvae feed on Carpinus cordata, Carpinus laxiflora and Ostrya japonica. They probably mine the leaves of their host plant.

Phyllonorycter turugisana is een vlinder uit de familie van de mineermotten (Gracillariidae). De wetenschappelijke naam van de soort werd voor het eerst geldig gepubliceerd in 1963 door Kumata.[1]
